Tasks and Timeline
Task
1: Create Mayor's Taskforce
The
City should appoint a Mayor's Taskforce
with broad based representation--residents, business owners, officials,
military and other major stakeholders.

Task
2: Distribute Previous Planning Documents
The
City will send to the ICDD and members of the Taskforce copies of
all relevant planning efforts/ documents. The ICDD and Taskforce
members will review these documents prior to the first planning
meeting.

3: Initial Taskforce Meetings
The
ICDD will develop an outline of the planning
process, and outline the various roles for community members,
including possible subcommittees. There will also be an initial
discussion of the planned studies. The initial meeting will be face-to-face.
Any follow-up meetings necessary to complete the process will be
accomplished via conference calls.
Task
4: Data Collection
The
City will contract with the Docking Institute to conduct a 5 minute
telephone survey of the general public. This survey will be designed
by the ICDD and Docking researchers to focus on growth issues in
Junction City. The survey will be of 400 randomly chosen adults
living in Junction City. The city will also contract with the Hugo
Wall Center to conduct a study of the City's debt. Finally, the
city staff will compile a report of the new developments in Junction
City since the beginning of the BRAC build-up at Fort Riley, focusing
on the number of new housing units and apartment units built, the
percentage of these that are occupied, and the number of lots available
for building. Also, some indication should be provided as to what
percentage of the city's debt load is a function of the investments
made to support these developments. Finally, the city staff will
arrange a meeting between the Taskforce and the commanders at Fort
Riley to ascertain the short and long term plans of the ARmy regarding
the build-up at Fort Riley.

5: Compilation and Reporting of Collected Data and Surveys
The
ICDD will gather the findings of these studies and compile these
data analyses into a single "meta"
report. The meta report simply combines all of the data analysis
activities into a single report that uses a similar reporting format.
This meta report will be copied electronically and distributed via
PDF file to members of the Taskforce. Based on comments of the Taskforce,
the ICDD will revise the meta report.

6: Executive Summaries and Powerpoint Presentations
The
ICDD will create an executive summary and Powerpoint
presentation of the important components of these data collection
efforts.

7: Taskforce Retreat
A
four to six hour Taskforce retreat will be held. The icdd recommends
inviting other community leaders and the press to participate and
report on the events.

Task
8: Town Hall meeting
The
Taskforce will organize a town hall meeting in Junction City. The
Taskforce and the ICDD will present a summary of the Taskforce's
work at the town hall meeting for public comment. Based on the comments,
the draft report will be revised.

9: Present to Mayor and City Commission
The
Taskforce will present the report
at a city commission meeting for their approval.
